Line up card

The 1st set ended. The Coaches have submitted the line up cards to the scorers table. The horn has sounded to end the intermission. While checking the alignment, the R2 notices the Libero IS NOT listed on the line up card.
Can the Libero play in the 2nd set? If so, then is the Rule 7-1-4 Penalty 2 the correct application?
