Allow change in bib number?

Whitley County Cross Country Runner Refuses To Run After Being Assigned "666" Number | LEX18.com | Lexington, Kentucky

If I'm referee or head finish/timer, I'm allowing the number change. It sounds like the KHSAA agrees.
