track & field excessive celebration

I just saw a Yahoo article on a HS athlete who was DQ'd (actually his entire relay team) for his one finger gesture (pointing toward the sky) after they won their relay. It was ruled as 'excessive celebration' as no hand gestures are permitted at the end of the race. This means they are DQ'd from the state events also. Happened in Texas.
My question is what do the rules say about this 'excessive celebration'?
