2015 NFHS Part 1 Exam Ques #3

I am new to the forum and am looking for some guidance.

Wisconsin allows us to print out a working copy of the exam. The exam is then completed at a later time online. Question #3 on this year's Part 1 exam doesn't seem to be written very well:

A catcher's helmet is considered legal if it has:

A. A smooth surface.
B. A dent.
C. A glare surface.
D. A rough surface.

Now a new rule prohibits a glare surface, so answer C is obviously not correct.

Rule 1-7 Catcher's Equipment fails to mention smooth surface, dent or rough surface. (Dented batting helmets are illegal per 1-6, but not mentioned in 1-7.)

Although my working copy of the exam does not so state, previous NFHS multiple choice questions have asked for only one answer.

If the question had said "considered ILLEGAL" then C would have been the correct choice.

Can anyone enlighten me on this?

I suspect that you are right in that A is the answer that NFHS is looking for.

However, I just can't buy that it is "the correct answer" based on how the question is worded.

The NFHS test is probably the worse you will see. It is an English teacher's nightmare. And further, it fails to address the everyday rules of softball to a proper extent.

I can't really disagree, but I do always find it ironic when someone makes goofy grammatical errors while criticizing somebody's grammar.
