NCAA running lane interpretation

Dropped 3rd strike. Ball rolls into foul territory outside LH batters box. Does the throw from the catcher still require batter-runner to observe running lane requirement ?

There is no exception in NCAA for a ball coming from foul territory. One base, one running lane.

As far as I know, there is no running lane alternative anywhere, except to avoid a fielder getting a batted ball.
Are you thinking about the double base exception from foul ground?

Wouldn't matter....no double base in NCAA.

He did, but that doesn't mean a rule from another association isn't something he was confusing with NCAA.
