I'm not sure if I exactly understand the situation...

When a runner is off the base after the pitch, and she retreats to base just after the pitcher catches the ball

Im talking about the time she is standing still and watching the pitcher catch the ball
but anyway...

If she stops on the base while the pitcher has the ball in the circle, or is stopped on the base when the pitcher receives the ball, and the pitcher does not make a play, she is anchored to the base - she gets no other stops.

If she is stopped off the base when the pitcher receives the ball, that is her stop. She must decide immediately which base to go to.

At least that is how I call it.

"Immediately" will get a bit longer at the younger rec levels than with travel or club teams.
