Yes. The rule as Glen quoted it has been in existence for 10U for as long as I can remember. ASA, USSSA, and Dixie all prevent the BR from advancing beyond first on a walk in 10U, or in the case of Dixie, the Angels division. Where the first two differ from Dixie, though, is that they allow base stealing (one at a time and no stealing home) in the 10U age group.
