Extreme example scenario: runner going from 1st to 2nd, SS standing in base path, but moves by the time the runner passes 2nd and none of the effects on the runner listed above (IM Mar 7th, 2003 08:42 PM) occur. Is it obstruction? Do you signal obstruction because it might be?
