3-5-5 Relates to offensive team personnel-coaches, assistants, etc., and demands a stiffer penalty. I suppose the powers that be feel these personnel should be more aware of themselves and the rules.

8-6-19 Relates to offensive team members-players.

Not really a conflict, more of a difference in penalty for different offenders from the team.
