[NFHS] Question on Annual Interpretations

Does anybody know how the NFHS Rules Committee comes up with its interpretations for the latest rule changes and revisions.

I am particularly interested in the 2010 revision to NFHS 9-6-6 since it is a scoring rule change. I'm curious if "half the innings" would mean at least 3+2/3 innings in a 7 inning game or if they would require the number to be half, rounded to the next inning (4 for a 7 inning game).

Here is the scenario I would hope to see interpreted (especially part 'a' below):

F1 pitches (a) 3+2/3 innings or (b) 4 innings and is replaced by S11 with her team in the lead. The team never loses the lead and the scorer awards F1 the win in both instances. RULING: ?
