Batter hit by the pitch

Question: If the pitch hits in front of the batter and
bounces up and hits the batter on the leg is it the same
as if the batter was hit by a pitch in flight? (the batter
is moving tring to get out of the way)11-13 year old girls
fast pitch ( using High School Rules)
