Similar to baseball's experiement to balk line.

They need to be moving in the other direction with IPs.

Its already strict enough with the penalty too harsh.

This proposed rule change is proof once again that coaches are clueless as to what it takes to be an umpire. Sadly, with NCAA rules being primarily coach driven, it will probably pass.

Aw Thit, Mike. Let's see him watching a 90-plus mph men's riser and see where the foot lands.
