In SC, the High School League forbids it:

B. In all inter-team scrimmages, the following regulations are to be observed.
...
2. No admission fee shall be charged or monetary collection taken. Exception:
charge for one inter-team scrimmage.
3. No official will be paid a fee for services. Expenses may be paid.

Locally, they use it for training and evaulating umpires.

Here In Michigan, the checks are given to us prior to the game. Usually the AD is there to pay us. Occasionally the coach has the check and just gives it to us when we are checking equipment.
