NFHS Play 1

After pre-season scrimmages and a couple of rain outs, I've now had two nights of "real" games. Each night, something strange: a rule that I've read but never seen on the field. Now I'm wondering if I understand the intent of the rule.

Situation 1: R1 on 2B. B2 hits infield single to deep F6. R1 advances to 3B. B/R reaches 1B with no throw and continues into right field. She turns to the right and starts walking back toward 1B. When B/R is about 6 feet from 1B, the pitcher receives the ball in the circle. B/R immediately turns toward 2B in an attempt to advance. I rule her out on the LBR. Is this the proper application of 8-7-4e?
