Charged Defensive Conferences

Up through last years rule book while Rule 5.7.B described defensive conferences, Rule 5.7.C described what was not a defensive conference. In the 2007 Rule Book 5.7.C has been deleted from both the rule and the POE (Rules Supplement) and now there is no reference as to what is NOT a defensive conference. There is nothing in the 2007 rule changes that says 5.7.C was or should be deleted. We all know (and coaches know) from 5.7.C that if a coach informs the umpire that they are changing pitchers BEFORE talking with any defensive player that it is NOT a charged conference. What is ASA trying to tell us or not tell us here?

Guess they thought it was redundant. After all, if the manager is changing the pitcher, s/he is addressing the umpire, not the defense. Once the umpire suspends play to take care of this change and/or allow the pitcher the alloted time, either team may confer with their players until the umpire is prepared to continue play.
