We all know (and coaches know) from 5.7.C that if a coach informs the umpire that they are changing pitchers BEFORE talking with any defensive player that it is NOT a charged conference. What is ASA trying to tell us or not tell us here?

Guess they thought it was redundant. After all, if the manager is changing the pitcher, s/he is addressing the umpire, not the defense. Once the umpire suspends play to take care of this change and/or allow the pitcher the alloted time, either team may confer with their players until the umpire is prepared to continue play.
