Saw a strange one this weekend in GHSA. Plate ump had called third strike. Base ump then conferred and said the offensive coach had tried to call a time out. Batter was put back at the plate and fortunately swung and missed.

If the batter was in the box, the pitcher had started her motion, and the coach's call for time out was not forceful, or timely enough to be heard by PU, should the batter be brought back?

Offensive coach can not call a time out. He can request a time out and wait for it to be granted by either umpire. Perhaps the BU called time before the motion began. If neither umpire had called time, the batter shouldn't get another shot.

Didn't see the base ump motion time before the pitch, but he possibly could have. A runner was on third and he was closest to the coach.
