Obviously, this is PU's call, but PU is also responsible for the 3B line and whether this bunt will be fair or foul, and in doing so does not see the OBS on the 1B line.

Also, BU can and should make the call, but because moving in from the B position, trying to determine which way the play is going to go 5-6 or 5-4 also does not see the OBS.

I think this is just a case where there is always a spot on the field that doesn't have blue eyes on it.

What makes you think this is the PU's call? INT & OBS are the responsibility of all umpires on the field. For these two possible violations, you call what you see from your position. The PU's primary is always the batted ball unless a BU goes out on a fly ball.

If the umpire missed it, s/he missed it. It happens when there are multiple runners assigned to a single umpire. You watch what you can and try to observe as much as possible.
