Do we have any California Federation umpires here?
The reason I ask is that I had the opportunity to work with some So Cal teams this last week at Disney and found some interesting rules. In California, it seems, jewelry is always legal so long as it is taped up. No one has ever called it illegal. Both feet have to be in contact with the pitchers plate (shades of ASA) An illegal pitch is a dead ball, no pitch. A slap bunt is an out when foul (if you have two strikes) The only illegal bats are those that the other team is using, even if you have the same one in your dugout. Mouth pieces are illegal for use by defensive players. I always knew California could be a strange place but some of these rules caught me off guard.

This was at the Disney complex in Florida, bit turnout of teams.
The slap bunt, is a term I use and is the same or interchangeable with a slap hit. In my mind, you cannot have a true bunt that is a "slap". Same idea, slightly different term.. The teams we saw that said most of this stuff, was from Crystal City and the surrounding area.

Disclaimer - this is my opinion only and not intended to offend anyone.
I am not a California FED umpire, but I have worked in a few HS tournaments over the past few years with California teams involved. In conversations between games with some coaches and other team and school representatives, I have been told that any umpires that show potential and skill for calling games are quickly snapped up into the college ranks in California. This is due to the large number of NAIA, Division II and III and Junior Colleges in the region. This leaves only new umpires or those umpires not "good enough for college" left to call HS ball on a regular basis. Again, this is only my observation, but it may be one explanation for some of the "interps" you heard.

Misunderstanding the original post??
I think some of you are misinterpreting the original post. I did not see that Scott was saying the CA Umpires were calling these things, but rather the TEAMS were saying these are the rules.
Of course we all know how well the players understand the rules. And coaches seem to only understand them in a way that benefits THEIR team.

The coaches will all tell you what they want you to hear. How many of us have heard the coach say that the girl had used the illegal bat all year and you are the first umpire to call his(her) pitcher for the illegal pitch?

I'm a CA fed umpire and I've never heard of special CA rules...
