Disclaimer - this is my opinion only and not intended to offend anyone.

I am not a California FED umpire, but I have worked in a few HS tournaments over the past few years with California teams involved. In conversations between games with some coaches and other team and school representatives, I have been told that any umpires that show potential and skill for calling games are quickly snapped up into the college ranks in California. This is due to the large number of NAIA, Division II and III and Junior Colleges in the region.

This leaves only new umpires or those umpires not "good enough for college" left to call HS ball on a regular basis.

Again, this is only my observation, but it may be one explanation for some of the "interps" you heard.
