I had a play earlier this week that I would like to get some ffed back on.
R1 is obstructed at the plate. I signaled the obstruction(delayed dead ball and verbal OBS)and R1 reached home safely. I have been told I should have called dead ball as soon as the R1 reached home.I cannot find this in the RB or the manual. The BR had not yet reached 3rd and I am further being told she should have been returned to 3rd. The game was played under NCAA rules. thanks |

page 105 of NCAA rulebook - Obstruction
"if the obstructed runner is safe or put out at the base beyond the one she would have reached had there not been obstruction, the ball remains live until the conclusion of the play. The umpire will the then notify the offensive coach of his/her options, if any. 2. If the offensive runner is apparently put out prior to reaching the base she would have reached had there not been obstruction, a dead ball is called. The obstructed runner and each other runner affected by the obstruction will be awarded the base(s) she/they would have reached had there not been obstruction. Note: If other runners are advancing and an umpire calls "time" following a play on an obstructed runner, a rule of placement of other runners is: If they have not reached halfway to the next base, they must return to the previous base. If they have advanced over halfway, they are allowed to advance to the next base." You made the correct call! |

Maybe it is in Tom's rule book on his site...Although I
have not seen it lately. But by my continuing efforts, it builds his website count up. (I am referring to his made up rule book. I think it was MURA or something similar.) [Edited by whiskers_ump on Mar 8th, 2005 at 03:29 PM]

This one's not there, but it is a good candidate!
(I have a work-in-progress edit on my PC that I haven't posted yet. Need to wait for the rules committe vote!)

BTW, Glen, since you have some issues with the format of the handouts before (not able to download or something), I thought I'd ask your opinion.
I am considering converting all of the handouts to .pdf files, instead of their current mixture of .doc, .htm, .xls, and .pdf. Are you OK with pdf?

I am, but not sure about others. I go there often.

The person telling me this was an umpire watching the game. An umpire I have the utmost respect for, but again I couldn't find a reference to the way they suggested I call it so I wanted to get the feedback in here.

I would, perhaps, either have a little less respect for him, or maybe chalk it up to a bad braincloud moment. You either misunderstood him, he misunderstood the situation, or he badly misunderstands this basic rule. Pick your poison.
