page 105 of NCAA rulebook - Obstruction

"if the obstructed runner is safe or put out at the base beyond the one she would have reached had there not been obstruction, the ball remains live until the conclusion of the play. The umpire will the then notify the offensive coach of his/her options, if any.

2. If the offensive runner is apparently put out prior to reaching the base she would have reached had there not been obstruction, a dead ball is called. The obstructed runner and each other runner affected by the obstruction will be awarded the base(s) she/they would have reached had there not been obstruction.

Note: If other runners are advancing and an umpire calls "time" following a play on an obstructed runner, a rule of placement of other runners is: If they have not reached halfway to the next base, they must return to the previous base. If they have advanced over halfway, they are allowed to advance to the next base."
