OBS at Hm

I had a play earlier this week that I would like to get some ffed back on.

R1 is obstructed at the plate. I signaled the obstruction(delayed dead ball and verbal OBS)and R1 reached home safely. I have been told I should have called dead ball as soon as the R1 reached home.I cannot find this in the RB or the manual. The BR had not yet reached 3rd and I am further being told she should have been returned to 3rd.

The game was played under NCAA rules.
