I don't really agree with this rule, but that doesn't matter. The obstruction is waived because the batter advanced 1 base safely. Batter-Runner is out at second, no option is given. In ASA, this is Rule 8, Section 1 (Batter becomes Batter-Runner), see EFFECT in Article C or D. I don't recall which it is right now. Anyway, the effect here is that if the batter-runner and all runners safely advance 1 base, then the catcher's obstruction is waived. If all do not safely advance 1 base, then the offensive manager has the option of the play or the penalty. If any try to advance further than 1 base, they do so at their own risk.
