Intentional walk-fast pitch fed hs

On an intentional walk, should time be called, then the umpire issues the walk?
The case book says it's dead ball time. So, is that the same as time out?
(case book 2.65.2a)

Though it doesn't state it clearly in the rulebook, (8:1:EFFECTS:2), I would say yes. With me, whenever a coach or player addresses me I automatically call time to suspend play before I respond to them, anyway.
