I'm sure everyone is aware that ASA every year goes through the rule book and attempts to clean up the verbage. I, myself, would rather see a rule listed and then below show the exceptions for FP, SP and MP if an exception exists.
Every year our association would actually get into heated debates over the interpretation of some rules! If I remember correctly, the rule book was in that format years ago. I also think there is more input needed by the regular Joe & Jane Blues to the committee on how to clear up confustion by changing a few words or re phrasing the rule. Ok, I'm done!

ASA also needs to have its rule book professionally edited.
From POE #33: "The runner is out if they stand off the base and does not immediately attempt to advance or return. . . ." Count the errors in this sentence: "Any act by the pitcher in possession of the ball in the circle that, in the umpire's judgement, causes the runner to react; is considered making a play." The case book is also a mess.
