Substitutions and Clock

This year, under NFHS rules, we stop the clock in the final five minutes when the team that is ahead substitutes. Although the rule does not expressly say this, we have been told that this applies even when the team that is behind also has subs waiting to come in.

The rationale is to prevent winning coaches from wasting time on the clock as a matter of strategy. But how does this rationale apply when both teams substitute? How is the rule applied in your area?
