FYI: We had a lively discussion at our association meeting about the basic spot for penalization of a facemask fouls, for which the basic spot is the end of the run. The question arose, A2 is carrying the ball at B's 40. As B2 is about to tackle A2, A2 performs a legally passes (backwards) to A3, who runs to B's 10 and is tackled with a facemask. The run ended when A2 passed the ball, so some argued the basic spot would be the end of the 1st run. However, after calling the state association, who called the NFHS, and received this ruling 2.5 hours later: ALL FACEMASK PENALTIES ARE SPOTTED FROM THE END OF THE LAST RUN. NO EXCEPTIONS. Makes sense; but then, don't look for common sense in football rules!!!

The basic spot for a foul during a running play is the end of the related run. In your play the foul is enforced from the 10, the end of that run. However, had B2 grabbed A2's facemask before the bacwards pass, the foul would enforced from the 40, the end of that run. That's why we drop the bean bag at the point of the backwards pass. A would more than likely decine that penalty.

I disagree STEVED21. Our executives at the Iowa High School Athletic Association contacted the NFHS office and they came to a consensus that all face mask penalties are enforced from the last run during a down. The foul in the situation mentioned above will be enforced from the 10 yard line. |

rule 10-4-4 .... case book 10.4.3 talks about possesion and basic spots with a face mask involved..if the player loses possesion by passing of fumbling then that is the end of the run, if that was the run where there was a facemask, then that is the basic spot...if the runner HANDS the ball to a teammate the run does not end at this point... that might be some of the confusion...but in the original case here you enforce from the end of the related run...

There seems to be some confusion on this type of play. No where in any of the books does it require a penalty for a facemask to be marked off from the end of the last run. The penalty for roughing the passer is very specific in that we are to mark off the penalty from the end of the LAST run if the last run ends beyond the NZ and there has been no change of possession.
Now some may have gotten a different ruling from NFHS but until we receive that ruling in WRITING or YOUR state tells you to do it that way I don't think we can use a ruling like that. Even if it is true that they want us to rule on facemask penalties like that I would think that it would only apply to the 15 yard penalty because it was a personal foul. This sounds like trying to keep from having bad penalties go unpenalized just like when we have one on the defense on scoring plays. |
