Let me clerify! What I said was that the HL clips only during measurements and end of quarters. The chains are clipped during every series but the HL makes sure that the clip is in it's proper place during measurements and quarters. He is running out on the field for the measurements while the BJ is on the sideline with the box.
Now keep in mind that the blue rule book varies by state. There is no universal way of measurement. The HL is making sure it's clipped between posessions but only making a visual. In our organization, we have 4 members working the chains......2 stakes, 1 box man, and a seperate clip man. This is why my statement earlier was unclear. I only meant to say that the HL goes out on the field instead of someone in jeans! It's interesting to hear what other associations follow but it does vary state by state.
