In no particular order:

The contact may have been an accident but I think a foul could still be justified.

The ACC sure likes to suspend football officials.

Both of those teams sure look funny in football gear.

Looking at this play again, I'd have a minimum dead ball personal foul. I think a flagrant foul could be ocnsidered here.

Is he a player before he notifies the player he's replacing (or meets the other criteria for being a player)?

I'd say he's close enough in this case.

It looks to me that the defender seeks contact with the receiver. I think this was done on purpose and I am actually surprised this was missed.

I don't think defense offside with contact applies here. I also don't think he meets the definition of player here, either.

IOW, I think it's 15 or nothing.

In one of my Canadian games, I've got a 15-yard Unnecessary Roughness foul at minimum. I could even go along with the 25-yard Rough Play ejection.

There might be just enough doubt in my mind that it was with "intent to injure" that I probably wouldn't eject. But a DBPF for sure.
