Scrimmage kick, R81 signals for a fair catch, the ball bounces off his shoulder pads high into the air, then K23 contacts R81 as he is awaiting the ball to come down so he can complete the catch, is it KCI?

Not under NF Rules. Under NCAA rules, yes it is KCI. Just making that point because I would not doubt that someone is getting these rules confused.

Is there a written interpretation or a case book play that supports no foul under NF rules?

6.5.2 SITUATION A: During a scrimmage kick beyond the expanded neutral zone, R1 gives a fair-catch signal. 6.5.2 casebook is the only official thing I found. but Redding guide discusses in more depth, and states R loses protection when he muffs, regardless of whether he may still have a chance to make a catch.
