Hurdling

One quick question...Is hurdling a personal foul? what's the signal if not?

Well, Normie. It's a little known fact that's the only two-official signal in the book. The umpire gets down on all fours and the R jumps over him.

Illegal Personal Contact

Rule 9 - 4 - 3
No player or non player shall:
Hurdle an opponent

so if you see a coach, band member, parent, AD, or mascot, hurdle some one

Only if they hurdle the opposing band members, mascots, players or AD's.
