maybe you misunderstood my original statement. If one block is above the knee the other below, it is dangerous, not from one side or the other like I originally stated. I could agree with the thigh being the cut off point as well, but this is almost exactly like the college rule. I proposed this rule change last year, and was told the reason it didn't pass was that the coaches want the smaller linemen to be able to compete...Just like when the college rule changed slightly, they allowed the low-low as a comprimise to get rid of the high low regarless of timing, order, or location of the players.
