In OREGON (We are also an NFHS state)
The NFHS is experimenting (IN OREGON ONLY) with a rule that requires a minimum of 4 players to be on each side of the kicker when the ball is kicked. In the event a holder is used he counts as one of the four players. Live ball foul - Illegal Procedure - 5 yards I thought I should answer this in the event the person asking the question happened to be in Oregon and was preparing to jump down some officials throat!
