It would be commonplace in Texas since they use NCAA rules for HS football there.

Not only do the youth leagues use NCAA rules, but the one I'm in actually REQUIRES the offenses to use the offensive sets and terminology of the local (2-time State Champion) high school and it's junior highs. It says it in the rules (although it lists no penalty or remedy should we, as referees, see they are not doing that).

I knew Texas HS ran NCAA's....didn't know the youth did too...although it makes sense there.

I do quite a few of the AAYFL (5th thru 8th grade) contests in WI...they have modified FED rules (via what our WIAA adaptations are) with a few of their own by-laws and rules (weight restrictions, etc..).
