What do we have?
What is the correct answer for NCAA and NFHS?
Team A has the ball at the B-40. A1 drops back and completes a pass to A10 at the 10 yd line where he is then tackled in the end zone for a Touchdown. B12 is flagged for roughing the QB at the B-45. What options are presented to Team A’s Coach/captain?

I'll take a stab at the NCAA answer.
"Captain, you can have the penalty now and take your extra point attempt from the one and a half yard line, or I can give you the 15 yds on the kickoff. Which do you prefer?"

So we basically have a live ball foul treated as a dead ball foul...
