What do we have?

What is the correct answer for NCAA and NFHS?

Team A has the ball at the B-40. A1 drops back and completes a pass to A10 at the 10 yd line where he is then tackled in the end zone for a Touchdown. B12 is flagged for roughing the QB at the B-45. What options are presented to Team A’s Coach/captain?

I'll take a stab at the NCAA answer.

"Captain, you can have the penalty now and take your extra point attempt from the one and a half yard line, or I can give you the 15 yds on the kickoff. Which do you prefer?"

So we basically have a live ball foul treated as a dead ball foul...

I would be careful using that terminology since live ball fouls treated as dead ball fouls do not include personal fouls. Taunting or any other unsportsmanlike conduct fouls are those that are live ball fouls but are treated as dead ball fouls. Personal fouls by opponents of the scoring team are penalized either on the try or the succeeding kickoff.

More like a special enforcement provision to eliminate a cheap foul on a scoring play. A 1 1/2 yard penalty wasn't much of a sacrifice on a try.

No. We have enforcement at the end of the run, which, if its in the end zone, is offered on the try or subsequent kickoff.

Several years ago, we got into a big discussion over what was truly a live ball foul treated as dead ball. The NCAA has made SOME progress on that, but I think needs to further define the term.
