I would say they just missed Situation A when they made the change. In reality the only time you will see both penalties declined in on the last play of a half. Nobody is forced to accept a penalty any more.

I would agree with warrenkicker that they didn't edit that particular play and I agree with his assessment of the results that B can decline A's foul and keep the ball and A then can decline B's foul if they choose and would only do so to if this play occurred at the end of either half thereby ending the half. Declining B's foul at any other time would be foolish.
