Casebook question
NF 10.2.2 This is about double fouls and how the team last in possession can retain the ball after declining the opponents foul.
In situation A it states .....when B the "clean hands" team, retains possession by declining B's foul, the penalty for B's foul must be enforced. In situation C, the play described states just the opposite. B get possession on the last timed down of the 4th quarter and clips on the advancement. Team A held prior while the ball was loose (fumble). B declines A's holding foul and then A declines B's clip and the game is over because there was no accepted foul on the play. I am confused. Which is it and what is the difference? The plays are on page 84 in the 2008 NFHS Casebook |

I would say they just missed Situation A when they made the change. In reality the only time you will see both penalties declined in on the last play of a half. Nobody is forced to accept a penalty any more.

I would agree with warrenkicker that they didn't edit that particular play and I agree with his assessment of the results that B can decline A's foul and keep the ball and A then can decline B's foul if they choose and would only do so to if this play occurred at the end of either half thereby ending the half. Declining B's foul at any other time would be foolish.

Rule 10-2-2 was rewritten. Previously it implied that there was no option for the team who did not have possession of the ball. Specific wording was added to state that there is an option.
The case book play hasn't been changed from 2007, obviously an oversight. 2007 Rule 10-2-2 If each team fouls during a down in which there is a change of team possession and the play does not have a post-scrimmage kick foul, the team last gaining possession may retain the ball, provided its foul is not prior to the final change of possession, and it declined the penalty for its opponent’s foul(s) prior to the change of possession, other than a nonplayer or unsportsmanlike foul. In this case, the team that was not last in possession has no penalty options until the team last in possession has made its penalty decision on the fouls prior to the change of possession, and then all fouls and options are administered to the offended team(s). 2008 Rule 10-2-2 If each team fouls during a down in which there is a change of team possession and the play does not have a post-scrimmage kick foul, the team last gaining possession may retain the ball, provided: a. the foul by the team last gaining possession is not prior to the final change of possession, and b. the team last gaining possession declines the penalty for its opponent’s foul(s), other than a nonplayer or unsportsmanlike foul.
