Encroachment

Hey fellas,
Today I was reffin peewee ball, and had a coach try to tell me that if you have encroachment the whistle is blown on the snap. I have been looking through all of my books, and cant find the rule that addresses this. Can anyone help me?

You blow the whistle and kill it before the ball is snapped. It is a dead ball foul.

Encroachment is penalized if someone enters the neutal zone AFTER the ready AND the center has put his/her hands on the ball.

assuming nfhs rules ... encroachment... 6-1-3; 7-1-1,5,6

Ball remains dead...

Rule 4-2-1 ... An official shall indicate the ball remains dead by sounding his whistle immediately when a fall occurs before a snap or free kick.
