Being that this is a youth game, I'd expect that those officials were relatively new and not fully aware of all the rules. At least that's the way it is around here. The most senior official on youth games around here is usually in his third year, so that can also explain a lot of why these types of plays aren't penalized.

One nice thing around here is that we always have at least one "Active" (roughly fifth-year or up; compare with "Candidate" or "Associate") official on any game, even the lowest-level Pop Warner.

It's not a youth football thing. There was a video of a HS game making the rounds about a year ago. Same exact play. I wouldn't be surprised if the genius coach got the idea from watching that video.
