Last season generally good for refs, but inconsistency an issue

Aren't we supposed to use a "Quota" system to make it even?

I would normally agree with you on this but in this case we have the head of the NFL refs who is pointing out that he believes the disparity IS the fault of his guys. He (or his office anyway) looks at every single play in minute detail and if they have formed this opinion I would trust them.

I agree. I have several NFL training DVD's from a couple of NFL guys I know and the supervisor doing the voice over often talks about the consistency in making calls. What they do and do not want called in situations.
