If he had kicked it at the 4 into the endzone and out the back, you have illegal kick - loose ball play and the spot of K's fould is behind the basic (previous) spot.

Decline - Result of play - saftey.
Accept - K's ball, 5 yard penalty (1/2 the distance) from the 4 so it will be K's ball 4th & whatever from the 2.
