2006 NCAA Rule Changes and Editorial Changes

The rules and editorial changes can be found in the following link. These aren't completely set in stone because anything can change before the rule books come out, but this is very close.

Ick. If the timing rules are accurate as portrayed, I don't like it one bit. I mean, you can't even have the clock start on the snap if you take a timeout? That seems a bit extreme.

My view is, if they were going to do this, they should have simply removed the line where the clock starts on the snap when team B is awarded a first down. (3-2-5e; they would also have to modify 3-2-5a1 to "When either team is awarded a first down...") Then all of the other timing rules remain exactly the same. Were they worried that that wouldn't save enough time?
