Ick. If the timing rules are accurate as portrayed, I don't like it one bit. I mean, you can't even have the clock start on the snap if you take a timeout? That seems a bit extreme.

My view is, if they were going to do this, they should have simply removed the line where the clock starts on the snap when team B is awarded a first down. (3-2-5e; they would also have to modify 3-2-5a1 to "When either team is awarded a first down...") Then all of the other timing rules remain exactly the same. Were they worried that that wouldn't save enough time?
