REPLY: WHat I meant was that the order of occurrence for a particular situation might be DEAD BALL FOUL --> SNAP --> WHISTLE. In such a case, even though the official recognized the DBF, his whistle might come after the snap. To the 'uninitiated' it might just appear that the whistle shut down the play.
