I am a little confused. I thought that when Shave-tail said blow the whistle and drop the flag you stop the play before it begins. I thought the whistle always means stop the play. Why would he blow the whistle if it wasn't going to shut the play down.

REPLY: WHat I meant was that the order of occurrence for a particular situation might be DEAD BALL FOUL --> SNAP --> WHISTLE. In such a case, even though the official recognized the DBF, his whistle might come after the snap. To the 'uninitiated' it might just appear that the whistle shut down the play.
