Bottom line: you shouldn't let your boys play in league where you think their safety is at risk.

Other than that, I don't think we can help you. There's no rule coverage for weight issues; that's all up to the league. And this clearly wasn't a forfeit, supposed or otherwise, since the commissioner and the coaches all agreed to play. Unless you can concretely prove that the commissioner is being negligent with regards to player safety, I don't think there's much you can do; if you really do have a cadre of other parents who are upset, you might consider trying to start up your own league.
