Team A in scrimmage kick formation. Ball is snapped over the head of the player in position to receive the snap. Player chases ball to about the ten yardline when he decides to kick the ball forcing it into and out of the end zone. Flag is thrown to mark the spot where the illegal kick occurred.
Safety. The kick is an illegal kick. The succeeding spot is out of the end zone, therefore, by rule, a safety. The illegal kick is ignored? |

The succeeding spot has nothing to do with the play. We have a loose ball foul behind the basic spot (previous spot).
If R accepts the penalty, the foul is enforced from the 10 yard line. 4th down from the 5 yard line. If R declines the penalty, it's a safety.

This is part of a loose ball play. Rule 10.3.1a and rule 2.31.1d.
So per rule 10.4.2.b - the basic spot is the previous spot. Since the foul occurred behind the basic spot, the penalty is enforced from that spot (where the illegal kick occurred). However, the basic spot still remains the previous spot. |

A is in scrimmage kick formation and the ball is snapped to A1 who is the poptential punter. A1 muffs the ball allowing it to hit the ground where A1 kicks it. Ruling: Illegal kicicking. If accepted the penalty is 15 yards fromt he spot of the foul, because it is a foul by A behind the basic spot during a loose ball play.
