With all due respect, the succeeding spot has a lot to do with this play. The R captain will make his choice depending upon the succeeding spot. Does he accept the penalty letting K kick again half the distance from their goal, or, decline and get two points on the board and K kicks from their 20.

The basic spot for this play falls under the all-but-one and is not the previous spot. If they accept the penalty the basic spot is where the illegal kick occurred and the succeedng spot is half the distance. Decline, and the basic spot is in the end zone, therefore, a safety with the suceeding spot on the 20.
