I've got rule books going back to 1985 and at that time S17, S25 and S26 were all reserved.
In 1988, S17 was added for NCAA use as it still is today. Interesting (to me anyway) was that in 1992, the sideline warning S15 was added for NF use. I certainly didn't remember that.
